The pedestrian Arbat is where people walk, not where an escort meets. The side streets off it are quieter, narrower, and harder for a car, so the house number matters more than the word Arbat.
After eleven the main walk is still lit and the lanes are not. A corner described only as near Arbat can be three different corners.
